一、引言推动互联网从IPv4到IPv6的演进升级是大势所趋、势在必行。IPv4协议运行已经超过30年，早在2011年初ICANN就公开表示，全球IPv4地址已分配完毕。近年来，随着互联网的广泛普及与应用，特别是移动互联网、云计算、物联网、工业互联网的蓬勃发展，传统的IPv4地址资源紧缺问题日益凸显。IPv6能够提供海量的网络地址资源，是实现万物互联，促进生产生活数字化、网络化、智能化发展的关键要素。发展基于IPv6的下一代互联网，不仅是互联网演进升级的必然趋势，更是助力互联网与实体经济深度融合、支撑经济高质量发展的迫切需要，对于提升国家网络空间综合竞争力、加快网络强国建设具有重要意义。
